KSE-100 Recovers 600 Points on July 23 as Buying Returns After Two-Day Sell-Off

The KSE-100 index recovered approximately 600 points on July 23 as buying interest returned to the Pakistan Stock Exchange following a two-session sell-off that had dragged the benchmark from its July 21 intraday high of 178,370 to a July 22 close of 174,429.92. The recovery was broad-based, with institutional buyers returning to selective positions in oil marketing companies, cements and banks. The index had shed nearly 4,000 points over July 21–22 as geopolitical pessimism and fuel price hikes weighed on sentiment.

OGRA July 23 Revision Raises Petrol to Rs327.12 and Diesel to Rs375.04 — Third Consecutive Major Hike Since Daily Mechanism Launched

Pakistan's Oil and Gas Regulatory Authority raised petrol by Rs6.39 per litre to Rs327.12 and high-speed diesel by Rs7.83 per litre to Rs375.04 for July 23 — marking the third consecutive day of significant increases under the daily pricing mechanism that came into force on July 18. Diesel has now risen Rs46.83 per litre in less than a week of the daily mechanism, reflecting the sustained Brent crude premium driven by the ongoing US-Iran conflict. Petrol is Rs17.25 above its pre-mechanism level.

Pakistan Misses IMF Gas Tariff Deadline as Gas Sector Circular Debt Tops Rs3.44 Trillion

Pakistan has missed the July 1, 2026 IMF deadline to notify revised gas tariffs — a structural benchmark under its $7 billion Extended Fund Facility — as gas sector circular debt reached Rs3.44 trillion. The delay is attributed to a legal dispute over the OGRA chairmanship and volatile global energy prices, with officials characterising it as a "technical breach." SNGPL alone carries Rs819 billion in gas circular debt and was unable to repay a Rs50 billion bank loan taken for LNG payments.
