Islamabad:

Prime Minister Shehbaz Sharif ordered the abolition of Pakistan Income Automation Limited (PRAL) within six months of the nation’s tax storage in a difficult move that can create more problems than providing emergency solution due to the status of the backbone in the tax system.

Government officials told The Express Tribune that the prime minister issued the instructions last month that Pral had to be dismantled and replaced by a new and modern organization. Pral had been established three decades ago as a private limited company company, which is fully owned by the Federal Revenue Council (FBR).

Taxpayers submit their returns and pay their taxes through the PRAL system, which also serves as a repository of all tax transactions. However, existing material and software have been overcome, creating concerns about the viability of services. The government had also received a foreign loan in 2019 to upgrade the technology systems, but all the deadlines have been in.

The government is trying to modernize the infrastructure of FBB’s information technology, create new data centers and implement an automated income tax refund system with the help of a $ 400 million World Bank loan. Of the $ 400 million, $ 80 million was intended to upgrade technology.

However, the systems could not be upgraded due to divided responsibilities and power, according to sources. Two FBR wings, reforms and IT technology were taken care of, diluting both power and responsibility.

Sources said the prime minister ordered that a new organization should be made up of leading professionals and should have full functional and economic autonomy. He ordered that the new organization should serve as a pillar for the digital transformation of FBR and provide global end to end -to -end user experience for both FBR and taxpayers.

However, it will be difficult for the government to create a completely new organization until December this year to take over the responsibilities of Pral without disturbing tax -related functions. This is particularly difficult, as the authorities have failed to hire a head of PAL information security officer despite multiple attempts.

Prime Minister Shehbaz Sharif had previously appointed a “top Pral” to reform the entity. But the decision to abolish the Pral shows that the Board of Directors could not make the difference. Sources reported that the decision was taken at a meeting where the members of the Pral Council were present.

Express Tribune had asked the FBR spokesman on July 23 if the Prag Council recommended the abolition or restructuring of the organization. No answer had been taken after two weeks.

PRAL has long warned that delays in upgrading FBB’s Information Technology infrastructure under the World Bank loan could endanger the credibility of its data centers.

Sources reported that Prime Minister Sharif had ordered that the new PRAL data centers were soon inaugurated. The FBR had targeted on August 14 to launch, but the servers are not ready yet and there is a possibility that the prime minister will not be able to inaugurate fully equipped centers on the day of independence.

The FBR has three main data centers located in the FBR House and the Islamabad software technology park and the Customs Customs. The latest major investment in the infrastructure of the Data Center took place in 2010. Since then, the infrastructure has become outdated.

The new data centers are designed to enhance the performance of applications without affecting the response times, these sources. These facilities are the backbone of the FBR technological infrastructure and are vital to the management and processing of large data volumes. They support basic functions such as tax collection, data analysis and report.

On Tuesday, the prime minister held a routine meeting on FBR cases, where officials told him that compromises with the business community had reinstated taxes, according to sources.

After swearing to proceed after rich people with taxation, banning their most important markets and banning the treatment of cash deposits as banking, the government has now left.

The FBR has amended its position on cash costs since then, stating that “when a person, if a national tax number or otherwise deposits cash against invoices in the seller’s bank account, the payment will be treated as a bank channel and will not be removed”.

This explanation through subordinates indicates a significant change in the previous attitude of the FBR.

He also decided not to immediately ban car markets, houses, land and investment in reserves by non -eligible people. Authorities said this was a significant setback and is taking the FBR and the government back to the square one in their relations with traders. Sources added that this could undermine the collection of revenue through enforcement measures, as promised at the International Monetary Fund.
