UN Secretary -General Antonio Guterres rejected a new Israeli proposal to control Gaza aid tradition on Tuesday, saying it is in danger of “further with control and limiting bad help to the last calorie and flour granules”.
“Let me be clear: We will not participate in any regulation that does not fully respect the humanitarian authorities: humanity, impartiality, independence and neutrality,” Guterres told reporters.
No help has been handed over to the Palestinian enclave of about 2.1 million people since March 2. Israel said it would not allow all goods and supplies to enter the Gaza until the Palestinian Fighters Hamas release all the rest of the hostages.
Cogat, the Israeli military service that coordinates the aid, met last week with UN organizations and international aid groups and said it proposed a “structured surveillance and assistance mechanism” for Gaza.
“The mechanism is designed to support help organizations, enhance supervision and accountability, and to ensure that help reaches the political population in need, instead of diverting and stolen from Hamas,” Cogat told X on Sunday.
Jonathan Whittall, a senior UN aid employee for Gaza and the West Bank, said last week that there were no evidence of assistance.
Last month Israel repeated its bombing in Gaza after a two -month truce and sent troops back to the enclave.
“Gaza is a murder field – and citizens are in an endless death loop,” Guterres said, as he again called on the immediate and unconditional release of all hostages, a permanent cease and complete humanitarian access to Gaza.
“With the passage of crossing in Gaza closed and it helps to block. Security is on crash and our ability to deliver has been strangled,” he said.
“As a occupation power, Israel has undoubted obligations under international law – including international humanitarian law and international human rights law,” Guterres said.
This means that Israel should facilitate relief programs and secure food, medical care, hygiene and public health standards in Gaza, he said. “None of this is happening today,” he added.
Israel says it does not exercise effective control in Gaza and is therefore not a power.
The war in Gaza was sparked on October 7, 2023, when Hamas killed 1,200 people in southern Israel and took about 250 hostages, according to Israeli races. Since then, more than 50,000 Palestinians have been killed, according to Gaza Health Authorities.
