  • Restructuring agreements loans, provides new funding for electricity payments.
  • The innovative plan reinstalls the increase, avoids additional consumer burden.
  • Production rates, the dominant release of warranty reinforce the liquidity of the banking sector.

ISLAMABAD: The federal government has signed a 1.225 trillion RS funding agreement with a consortium of eighteen banks to address the country’s circular debt.

The agreement, an important milestone for both the energy sector and the financial sector, was signed during a high profile ceremony in the prime minister’s body. This marks one of the most important economic interventions in the history of the nation and aims to restore fiscal balance, unlock growth and revitalize confidence in Pakistan’s financial management, The news reported.

Prime Minister Shehbaz Sharif, who saw the signature ceremony through a New York video link, described the deal as an important achievement in tackling the growing problem of circular debt. He got the relevant work group for exemplary fulfillment of responsibilities.

The prime minister noted that the IMF chief executive expressed his assessment of the government’s reforms during their meeting. He added that the next phase involves the privatization of discs and the treatment of losses, urging a confident and decisive approach to achieving further success.

Speaking on the occasion, Finance Minister Muhammad Aurangzeb said the deal is the largest transaction of funding and restructuring in Pakistan’s history.

He said the funding unit would support the issue of circular debt issue. He said it was a victory for everyone, stressing that the benefit of structural energy reforms will eventually reach consumers.

Power Minister Sardar Awais Leghari said Circular Deb Facility Facility is a landmark initiative to restore the economic health of the energy sector. He said this would restore stability and provide consumers relief. He said this is not an isolated measure, but part of the wider government reforms of the government.

Circular debt – a persistent challenge that has violated the energy sector, undermined investor confidence and has fallen into almost Rs2.4tillion (about 2.1% of GDP) – has long demanded an emergency structural reform. This agreement, completed through months of intensive cooperation between PBA, 18 of the country’s top banks, the Ministry of Finance, the Ministry of Energy (Department of Power), the Pakistani State Bank and the Central Office of Power Markets, is welcomed as a discovery.

According to the official statement, the transaction is structured around two basic elements of RS659.6 billions in the restructuring of existing loans already held by banks and RS565.4 billion in new funding to settle the delayed government payments to independent electricity producers. This double approach not only relieves immediate power pressure in the energy sector, but also allows the government to renegotiate better economic terms and achieve significant fiscal savings.

What sets this arrangement is its innovative and sustainable design. The funding unit does not impose a new burden on the government or electricity consumers. Instead, it reinstalls the existing increase in RS3.23 per unit to finance repayments, ensuring transparency and predictability.

In addition, the installation is offered in terms of production – with a floating kibor rate minus 90 base points – significantly below the rates of previous loans. This pricing marks a clear willingness from the banking sector to prioritize the national interest in short -term profitability.

In addition to relieving the stress of the energy sector, the transaction also unlocks the state guarantees worth 660 billion Rs, releasing the much -needed liquidity in the banking system. These funds are expected to be redirected to strategic areas such as agriculture, small and medium -sized enterprises (SMEs), affordable housing, education and health care – offering a wider financial incentive beyond the energy sector.

Zafar Masud, president of PBA, emphasized the broader importance of the agreement, stating: “This transaction is not just about numbers, it represents the commitment of the banking industry to be a real partner in Pakistan’s development.
