ISLAMABAD: The Federal Revenue Council (FBR) has revealed an important scandal and has found customs officials involved in collusion with car registration authorities (MRAS) and car deals in accommodation over 100 smuggled vehicles, The news reported on Thursday.
It can be reminded that in order to enhance control mechanisms and avoid abuse of auctioned vehicles, the FBB in August 2021 introduced the “auction section” in the WebOC system.
This reinforcement of the system was aimed at addressing the issue of multiple vehicles recorded against documents issued by customs after the auction of the seizure of smuggling vehicles.
Through this section, Mras were able to verify the details of the vehicle with auction before the registration, significantly reducing the paper -based manual verifications. The aim was to enhance both institutional controls and to facilitate legal buyers.
However, despite these reforms, reports were reported in July 2025 about the abuse of the aforementioned auction unit. In response, FBR immediately launched a research on the subject.
Since launching the unit, the details of the 1,909 vehicles were downloaded to the system. With a detailed check, it was discovered that 103 of these vehicles were deceived using fake user identities. Mras had already recorded 43 of these 103 smuggled vehicles, effectively providing them with legal clearance.
Based on a digital control and internal surveys, FBB recognized the user IDs through which fraud was committed. As a result, on July 9, 2025, the FBR suspended a alternate collector and an assistant collector whose credentials had abused this crime.
The investigation further revealed that this was part of a wider criminal racket involving MRAS officials and car representatives. Recognizing the gravity of the subject, the FBR found that the issue justified action beyond internal disciplinary procedures.
Consequently, FBB was officially applied on July 9, 2025, for the establishment of a Joint Research Committee (JIT), which includes senior FIA, Customs and Information Officers. The jit was commissioned by a comprehensive survey in fraud, including manipulation of the customs digital system.
Following FBB’s official complaint to the FIA on July 10, 2025, Jit began her investigation. As a result, on August 28, 2025, the FIA filed a FIR against already identified officers, as it was found to be involved in the legalization of smuggling vehicles.
On Wednesday, these people were officially arrested by the FIA.
It is also advisable to note that the imposition of customs has so far submitted seven firs and has arrested 13 people in relation to this wider fraud.
