Chinese President Xi Jinping spoke by phone with US President Joe Biden, the first direct talks between the leaders of the two countries since they met in November.

Chinese President Xi Jinping spoke by phone with US President Joe Biden on Tuesday at the request of the latter, state Xinhua the news agency reported.

The two presidents had a frank and in-depth exchange of views on China-US relations and issues of mutual interest.

During the talks, President Xi stressed that the two major countries such as China and the United States should not cut ties or turn their backs on each other, “much less slide into conflict or confrontation.”

The Chinese president also stressed that the issue of strategic perception is always fundamental to the China-US relationship, like the first button of a shirt that needs to be fixed.

President Xi noted that his meeting in San Francisco with President Biden last November opened up a future-oriented vision of San Francisco.

In recent months, their officials have been serious about presidential deals. The China-US relationship is beginning to stabilize, and this is welcomed by both societies and the international community.

On the other hand, the negative factors of the relationship are also increasing and this requires attention from both sides, he added.

The two countries should respect each other, coexist peacefully and pursue win-win cooperation. The relationship should continue to move forward in a stable, healthy and sustainable manner, rather than going backwards.

President Xi outlined three key principles that should guide China-US relations in 2024.

First, peace must be valued. The two sides should put a floor of no conflict and no confrontation under the relationship and continue to strengthen the positive outlook of the relationship.

Second, stability must be prioritized. The two sides should refrain from overturning the relationship, causing incidents or crossing boundaries so as to maintain the overall stability of the relationship.

Third, credibility must be maintained. The two sides should follow through on their commitments to each other with action and turn San Francisco’s vision into reality. They must strengthen dialogue with mutual respect, manage differences wisely, promote cooperation in the spirit of mutual benefit, and strengthen coordination on international affairs in a responsible manner.

President Xi stressed that the Taiwan issue is the first red line that must not be crossed in China-US relations. In the face of separatist activities of “Taiwan independence” and external encouragement and support for them, China is not going to sit on its hands.

He urged the US side to translate President Biden’s commitment not to support “Taiwan independence” into concrete actions.

The US side has adopted a series of measures to suppress China’s trade and technological development and is adding more and more Chinese entities to sanctions lists.

This is not “de-risking”, but creating risks. If the US side is willing to pursue mutually beneficial cooperation and share China’s development dividends, it will always find China’s door open. But if it is adamant to curtail China’s high-tech development and deprive China of its legitimate right to development, China is not going to stand back and watch, President Xi is quoted as saying.

He stated China’s position on issues related to Hong Kong, human rights, the South China Sea and other issues.

President Biden noted that the US-China relationship is the most consequential relationship in the world. The progress in the relationship since the San Francisco meeting demonstrates that the two sides can advance cooperation while managing differences responsibly.

President Biden reiterated that the United States does not seek a new Cold War, its goal is not to change China’s system, its alliances do not target China, the US does not support “Taiwan independence” and the US does not seek conflict with China.

The US follows the one China policy. It is in the world’s interest for China to succeed.

In addition, Biden said the US does not want to limit China’s growth and does not seek “disengagement” from China.

The US will send Treasury Secretary Janet Yellen and Secretary of State Antony Blinken to visit China soon to strengthen dialogue and communication, avoid miscalculations and promote cooperation, so as to push the relationship on a stable path and respond together to global challenges, he added.

The two presidents also exchanged views on the crisis in Ukraine, the situation on the Korean Peninsula and other issues.

The two presidents found the phone call honest and constructive.

The two sides agreed to remain in communication and tasked their teams to implement the San Francisco vision, including promoting consultation mechanisms on diplomatic, economic, financial, trade and other issues, as well as communication between thousands and millions, conducting dialogue and cooperation in areas such as counter-narcotics, artificial intelligence and climate action, taking further steps to expand people-to-people exchanges and strengthening communication on international and regional issues.

The Chinese side welcomed Treasury Secretary Yellen and Foreign Secretary Blinken’s visits to China in the near future.
