US Secretary of State Anthony Blinken has begun a visit to Seoul, a visit of strategic importance amid increased military cooperation between North Korea and Russia.

Following the meeting of G7 foreign ministers in Tokyo and a whirlwind tour of the Middle East, Blinken’s talks with his South Korean counterpart Park Jin are poised to address pressing security concerns, particularly growing Moscow-Pyongyang military ties. This visit marks Blinken’s first visit to South Korea since President Yoon Suk Yeol took office last year.

The main focus is on the implications of increased military cooperation between Moscow and Pyongyang, a matter of deep concern to US officials. After the September summit between Kim Jong Un and Vladimir Putin, there was a surge in arms transfers, including reports that North Korea was supplying 1 million artillery rounds to support Moscow’s involvement in Ukraine in exchange for satellite technology expertise.

“We are deeply concerned about what Russia is providing Pyongyang in exchange for the weapons and ammunition it is getting,” Blinken remarked in Tokyo.

Both Russia and North Korea, facing global sanctions for different reasons, are looking for ways to circumvent the restrictions. The historic allies are looking for avenues to strengthen their ties despite international scrutiny – Moscow over its invasion of Ukraine and Pyongyang over its nuclear weapons tests.

In addition, North Korea wants to launch a military spy satellite into orbit, with preparations for another attempt in the final stages. Moscow’s assistance is expected to enhance the chances of success, based on their common interests.

The discussions underscore the complex geopolitical landscape and the imperative for strategic diplomacy to address evolving security challenges in the region. The talks are expected to delve into the broader implications of these developments for regional stability and the collective efforts needed to address the complex interplay of geopolitical dynamics.
