A team of United Nations researchers who have been tasked with cases of violence by Israeli settlers and the transfer of weapons to Israel for use in the Gaza War cannot complete their work due to financial restrictions, according to a document.
The incident shows that the deficiencies of funding in the United Nations system, caused by fatigue and forged zone, harm world accountability efforts to abuse after delaying the Congo regime.
The Independent International Commission for the occupied Palestinian territory-founded in May 2021 by the Geneva Council-based Council of Human Rights-may provide evidence of international crimes used in preliminary investigations by courts such as the International Court of Justice.
Last year, the Council approved a request from Pakistan to investigate additional evidence of weapons transport to Israel in the context of the Gaza war and the Israeli violence of the settlements.
However, Navi Pillay, who is in charge of the investigation, told the Council’s chairman in a letter from August 6 that the lack of funds meant that he was unable to hire staff.
“The Commission has begun to inform the sponsors of the two resolutions that they would not be able to produce these orders and present them to the Council in March 2026,” said Pillay, who has served as a judge at the ICC and is a former UN High Commissioner for Human Rights.
Israel has regularly criticized the Commission, which has condemned the actions of the Israeli army since its attack on Gaza after Hamas’ deadly attacks on October 7, 2023.

In total, 12 of today’s 47 voting members in the Council – who will meet in September to discuss the crises in Sudan and Afghanistan – have pending remuneration, according to the International Human Rights Office.
Nada Al Nashif, Deputy High Commissioner for Human Rights, said investigations are now being carried out at about 50% of staffing.
“Without the timely availability of capital, the application has been made and will continue to be more and more limited and in some cases it will not only be possible,” he said.
