Pakistan Misses IMF Gas Tariff Deadline as Gas Sector Circular Debt Tops Rs3.44 Trillion

Pakistan has missed the July 1, 2026 IMF deadline to notify revised gas tariffs — a structural benchmark under its $7 billion Extended Fund Facility — as gas sector circular debt reached Rs3.44 trillion. The delay is attributed to a legal dispute over the OGRA chairmanship and volatile global energy prices, with officials characterising it as a "technical breach." SNGPL alone carries Rs819 billion in gas circular debt and was unable to repay a Rs50 billion bank loan taken for LNG payments.

E&P companies seek Rs 75bn tariff subsidy

Islamabad: Oil exploration and production (E&P) companies have informed the federal government that gas utilities’ liabilities to foreign companies have risen to $600 million and have demanded a differential subsidy of Rs 75 billion to prevent the collapse of Pakistan’s oil sector . In a letter to the Petroleum Minister, the Pakistan Petroleum Exploration and Production Companies Association (PPEPCA) claimed that liquefied natural gas (LNG) imports are preferred instead of intensifying efforts to explore natural gas in the country. He argued that late payments became a major impediment to the ability of upstream companies to raise investment in their assets.
