Prime Minister Shehbaz Sharif has proposed that the Shanghai Cooperation Organisation establish a framework for sovereign AI infrastructure and governance, in his address to the Council of Heads of State in Bishkek on Tuesday (Dawn).

What was proposed

The prime minister suggested an SCO framework covering sovereign AI infrastructure and its governance. Artificial intelligence sits alongside information technology, energy, poverty reduction, disaster management, health, culture and sports on the list of priorities Pakistan has set out for its 2026-27 chairmanship.

What “sovereign AI” means

The term refers to a state’s capacity to run AI systems on its own compute, its own data and its own rules, rather than depending on infrastructure owned and governed elsewhere. For most SCO members that means reducing reliance on American and Chinese cloud providers and model developers — an argument with obvious appeal in a bloc that includes both Russia and Iran, and one where China is itself a leading supplier.

The gap between the proposal and the position

It is worth being precise about what Pakistan is proposing versus what it currently has. No detail was announced on funding, on which body would host such a framework, or on a timeline — and no other member state has publicly signed up to it.

Pakistan’s own AI infrastructure is thin. The country’s data-centre capacity and grid reliability are constraints on any sovereign compute ambition, and electricity costs have been a running story on this site all year. A proposal made from the chair is a way of setting a year’s agenda; it is not yet a programme.

Why raise it now

Pakistan takes over the SCO chairmanship for 2026-27 and hosts next year’s summit in Islamabad. Proposals tabled from the chair shape the ministerial calendar that follows, which is the practical mechanism by which a line in a summit speech becomes a working group.

Whether this one survives contact with the other members is the thing to watch over the next twelve months.
