Information Minister Attaullah Tarar has ruled out Governor’s Rule in Khyber Pakhtunkhwa (Express Tribune).
What he said
“The province needs people’s rule not the governor’s rule.”
He spoke at a press conference in Peshawar — the provincial capital — and emphasised dialogue and constitutional means while rejecting “politics of violence and confrontation”.
What this reverses
This newspaper reported on 21 September that Interior Minister Mohsin Naqvi had said Governor’s Rule was among the legal options being weighed for the province, that the Law Ministry was being consulted, and that the prime minister would decide.
Two days later a different federal minister has ruled it out, in the province concerned.
How to read a reversal like this
Three readings are available and the reporting does not settle between them.
It may be a decision taken and announced — the option considered and dropped.
It may be a division within the cabinet, with two ministers describing the same unresolved question differently.
Or it may be sequencing: a threat made, allowed to register, and then withdrawn at no cost, four days before the march it was meant to influence.
What can be said is that Naqvi did not announce a policy and Tarar has not reversed one. Neither statement was a decision, and the only person named as the decision-maker — the prime minister — is in New York and has said nothing about it.
Why the venue matters
Tarar said it in Peshawar. A federal minister travelling to the capital of an opposition-governed province to say the federal government will not take it over is a de-escalatory act, whatever the internal position.
The context it lands in
PTI marches on 27 September. Its chairman said today the party has never closed the door to talks. The M-1 motorway from Peshawar closes indefinitely at 11pm tonight to stop caravans reaching Islamabad.
So the same government is ruling out a constitutional takeover and sealing the motorway out of the province on the same day.
What is not established
No cabinet decision has been reported, and the Law Ministry’s advice has not been disclosed. Naqvi has not commented on Tarar’s statement, and PTI had not responded at the time of writing.
